Isn’t an active duty person ALWAYS on duty? Is this regulation in reference to “inuniform only”?

I seem to remember that the Navy approved a policy of no drinking within 8 hours of reporting on duty. But I see no mention of it in the UCMJ. Would this have been a local policy? Thanks.
